The switches seem to be swapped in the graph on the challenge 147 page. S1 is the reset switch while S2 is the set switch. The solution seems to confirm this.

To make S1 and S2 behave as illustrated in the graph, C1 would need to be moved to the other side of the board in parallel with S2.
